The expert insights and discussion will focus on how private sector expertise, capability and innovation, including from technology and communications providers, investment and finance, real estate and the wider business community, align with public priorities to drive robust solutions and better outcomes for citizens and business, which are inclusive, sustainable and boost economic growth.

In the role of Chief Digital & Information Officer, Andrew has been instrumental in leading digital transformation projects, implementing cutting-edge technologies, and fostering a culture of continuous improvement. Andrew’s work is characterised by a deep understanding of the digital landscape and a proactive approach to leveraging technology for business growth. This includes overseeing the development and execution of digital strategies, managing large-scale IT projects, and ensuring the seamless integration of new systems and processes.
Helen Ellerton, Head of Transport Policy, West Yorkshire Combined Authority
Helen leads on developing innovative transport strategies to support sustainable, inclusive, and connected urban growth. With over a decade of experience in transport consultancy and policy, Helen has driven major funding bids, business cases, and strategic initiatives, including contributing to the establishment of Transport for the North. She works closely with political leaders, stakeholders, and partners to deliver projects such as the mass transit proposals and a £2 billion investment programme. Helen is dedicated to fostering collaboration and advancing smart city solutions that meet the evolving needs of West Yorkshire’s 2.3 million residents.
Dennis Dokter, Smart Cities Lead, Nexus
Dennis leads the Nexus Smart Cities Cluster where he provides advice on research, innovation, testing and validation. He brings in his expertise in data, methodology and digital twins to connect Nexus Members with relevant academics, facilities and talent across the University of Leeds and the wider Leeds City Region. Dennis has a wealth experience of working in European research funding fields and is an expert in the area of Research Methodology, Impact and Validation, Data and Digital Twins. He is passionate about research and innovation, and working on cutting-edge, cross-disciplinary projects.
